Summary

The organizations, social movements, and grassroots networks gathered here in Havana, Cuba, from August 15 to 17, 2026, as part of the “Campaign for a Zone of Peace in Our Americas,” commemorate the 12th anniversary of the Proclamation of Latin America and the Caribbean as a Zone of Peace, adopted at the Second Summit of the Community of Latin American and Caribbean States (CELAC) in 2014, as well as Maurice Bishop’s earlier concept of the Caribbean as a Zone of Peace in 1980. We reaffirm the full validity of that declaration and the unrestricted commitment of our peoples to ensure respect for this fundamental principle.

The current Campaign for a Zone of Peace in Our Americas — launched on April 4, 2023, simultaneously in Havana, Cuba; Port-au-Prince, Haiti; and Washington, D.C., U.S. — arises in response to the growing threat posed by U.S. imperialism to peace, sovereignty, self-determination, and self-defense, as well as to the popular struggle of our peoples. We are gathering in Cuba to commemorate the centennial of Commander-in-Chief Fidel Castro Ruz, whose vision of Latin American and Caribbean unity inspires and guides us in the struggle for a region free from interference, militarization, and imperialist domination. We salute the initiative and the warm welcome extended by the Cuban people, who once again demonstrate their internationalist solidarity. In response to the United States’ escalating violent attacks against the sovereignty of Cuba and its people, this particular gathering focuses on on-the-ground coordination and the necessary communication with grassroots organizations in Cuba to confront these lethal forms of U.S. militarization — economic, political, social, and military — in line with the principles of the Cuban Revolution.

Political Context in the Americas

In our current political context, the Donald Trump administration—with Secretary of State Marco Rubio leading the latest wave of attacks on our regional peace—has revived the worst specter of the Monroe Doctrine, seeking to exercise hegemonic control over Our Americas and acting in service of the neocolonialist ambitions of the U.S. and its partners. This includes the “Shield of the Americas,” an infamous multinational military cooperation initiative that in reality masks a strategy of military intervention, territorial control, and recolonization of our nations, and represents a violation of the spirit and letter of the Peace Zone Proclamation.

Alongside this, we are witnessing a reorganization of the right wing and neo-fascism in the region, manifested in governments and political forces that align their policies with the interests of U.S. imperialism. The United States has significantly reinforced its military presence in the Caribbean and the Latin American Pacific with ships, fighter jets, and special forces. In various ways, this military expansion has been particularly pronounced in Puerto Rico, Ecuador, Haiti, the Dominican Republic, and Panama. Approximately 15,000 U.S. troops are deployed in the Caribbean, marking one of the largest deployments in the region in decades. Above all, the economic, commercial, financial, and energy blockade imposed by the United States against Cuba has been tightened through executive orders that intensify its extraterritorial nature. This has created a precarious situation for the Cuban people, who are experiencing one of the most difficult periods in the history of their glorious Revolution.

Against this backdrop, we state the following positions:

We stand in solidarity with the people of Cuba in the face of the consequences of this imperialist and genocidal U.S. policy, and we denounce the charges against the leader of the Cuban Revolution and Army General Raúl Castro as a violation of international law, as well as the recent executive orders and judicial rulings adopted by the Trump administration that violate international law and the most recent report published by the U.S. State Department, titled “Cuba: The Capital of 21st-Century Communism,” which seeks to threaten peace, international cooperation, and brotherhood among peoples.
We denounce extrajudicial executions in the Caribbean and the Pacific, as well as the continuation of an undeclared occupation of Haiti, presented as part of U.S. agencies’ false war on terrorism and drug trafficking.
We call on all progressive forces in the Caribbean to support, encourage, and lead the process for the remaining Caribbean nations to achieve full political independence and regional integration with sovereignty.
We reject the fascist imperialist tool and group called “The Shield of the Americas,” and call on the peoples of Our Americas to organize to resist it.
We denounce these military exercises and the growing militarization of our territories, which turn the region into a theater of conflict and endanger the stability and preservation of the area as a Zone of Peace.
We condemn the military aggression against the Bolivarian Republic of Venezuela and we firmly demand the release of the kidnapped Constitutional President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, along with First Lady Cilia Flores, who were abducted by U.S. military forces.
We defend the sovereignty of all countries in the region, with special attention to the sovereignty to Cuba, Venezuela, and Nicaragua.

Organizational Tasks

Given the current political situation and the state of the imperialist assault against the peoples of the Americas and the world, it is clear that peace is a prerequisite for human and planetary survival. The Black Radical Peace Tradition holds that peace is not the absence of conflict, but rather the achievement—through popular struggle and self-defense—of a world liberated from interconnected and intersectional oppression. With this understanding, we will guarantee and reclaim the development of a Zone of Peace, emerging from the peoples of the region toward the centers of power, through the struggle against imperialism, militarism, white supremacy, patriarchy, and all other structures of oppression. Guaranteeing a Zone of Peace, starting from the people, requires an approach focused on People(s)-Centered Human Rights, anticolonialism, and anti-imperialism; the defeat of white supremacy and patriarchy; and the development of a true and just peace.

In light of the challenges facing our region, we call on the forces of the continent to adopt three definitive priorities toward a Zone of Peace guaranteed by the struggle against U.S. imperialism and militarism:

Defend Cuba and its revolution against imperialist war.
Expel foreign military bases, facilities, and enclaves; and withdraw foreign occupation troops.
Fight – through integration and mobilization – for the definitive liberation of all occupied territories and for the achievement of sovereignty, self-determination and national independence, with emphasis on a commitment to the self-determination of all English-speaking, Spanish-speaking, French-speaking, and Dutch-speaking Caribbean countries, as key to advancing decolonization across the region.

WE REAFFIRM OUR SOLIDARITY WITH ALL THE PEOPLES OF THE REGION WHO ARE RESISTING IMPERIALIST AGGRESSION.

NO WAR ON CUBA!

Resumen

Las organizaciones, movimientos sociales y redes de base aquí reunidas en La Habana, Cuba, del 15 al 17 de agosto de 2026, en el marco de la “Campaña por una Zona de Paz en Nuestra América”, conmemoramos el XII aniversario de la Proclama de América Latina y el Caribe como Zona de Paz, adoptada en la II Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) en 2014, tanto como su concepto anterior del Caribe como Zona de Paz de Maurice Bishop en 1980. Reafirmamos la plena vigencia de esa declaratoria y el compromiso irrestricto de nuestros pueblos de garantizar el respeto hacia ese principio fundamental.

La actual Campaña por una Zona de Paz en Nuestra América – lanzada el 4 de abril de 2023 simultáneamente en La Habana, Cuba; Puerto Príncipe, Haití; y Washington D.C., EE. UU. – surge como respuesta a la creciente amenaza que representa el imperialismo estadounidense para la paz, la soberanía, la autodeterminación y autodefensa, y la lucha popular de nuestros pueblos. Nos reunimos en Cuba para conmemorar el Centenario del Comandante en Jefe Fidel Castro Ruz, cuya visión de unidad latinoamericana y caribeña nos inspira y guía en la lucha por una región libre de injerencias, militarización y dominación imperialista. Saludamos la iniciativa y la cálida acogida del pueblo cubano, que una vez más demuestra su solidaridad internacionalista. En respuesta a los crecientes ataques violentos del gobierno de Estados Unidos contra la soberanía de Cuba y su pueblo, esta convocatoria en particular se centra en la coordinación sobre el terreno y la comunicación necesaria con organizaciones de base en Cuba para hacer frente a estas formas letales de militarización estadounidense —económica, política, social y militarmente— en línea con los principios de la Revolución Cubana.

Contexto Político en las Américas

En nuestro contexto político actual, la administración de Donald Trump, con el secretario de Estado Marco Rubio a la cabeza del más reciente escenario de ataque a nuestra paz regional, ha reactivado los peores fantasmas de la Doctrina Monroe, pretendiendo ejercer un control hegemónico sobre Nuestra América y operando al servicio de las ambiciones neocolonialistas de EE. UU. y sus socios. Esto incluye el “Escudo de las Américas”, una infame iniciativa multinacional de cooperación militar que encubre en realidad una estrategia de intervención militar, control territorial y recolonización de nuestras naciones, y representa una violación del espíritu y la letra de la Proclama de Zona de Paz.

Al lado de esto, asistimos a una reorganización de la derecha y el neofascismo en la región, que se expresa en gobiernos y fuerzas políticas que alinean sus políticas con los intereses del imperialismo estadounidense. Estados Unidos ha reforzado significativamente su presencia militar en el Caribe y el Pacífico latinoamericano con buques, aviones de combate y fuerzas especiales. De distintas formas, esta extensión militar ha sido muy fuerte específicamente en Puerto Rico, Ecuador, Haití, República Dominicana y Panamá. Alrededor de 15.000 soldados estadounidenses están desplegados en el Caribe, en uno de los mayores despliegues en la región en décadas. Sobre todo, el bloqueo económico, comercial, financiero y energético impuesto por Estados Unidos contra Cuba se ha recrudecido mediante órdenes ejecutivas que intensifican su carácter extraterritorial. Esto ha originado una situación de precariedad en la vida del pueblo cubano, el cual vive uno de los momentos más difíciles en la historia de su gloriosa Revolución.

Con todo esto contexto, pronunciamos las siguientes posturas:

Nos solidarizamos con el pueblo de Cuba ante las consecuencias de esta imperial y genocida política estadounidense y denunciamos la acusación contra el líder de la Revolución Cubana y General del Ejército Raúl Castro como una violación del derecho internacional, tanto como las recientes órdenes ejecutivas y posturas judiciales adoptadas por la administración Trump que violan el derecho internacional y el informe más reciente publicado por el Departamento de Estado de EE. UU., titulado "Cuba: La Capital del Comunismo del Siglo XXI", que pretende amenazar es la paz, la colaboración internacional, y la fraternidad entre los pueblos.
Denunciamos las ejecuciones extrajudiciales en el Caribe y el Pacifico, tanto como la continuación de una ocupación no nombrada de Haiti, presentadas como parte de la falsa lucha contra el terrorismo y el narcotráfico de agencias estadounidenses.
Llamamos a todas las fuerzas progresistas del Caribe para que apoyen, alcancen y lideren el proceso para que las naciones caribeñas restantes alcancen la plena independencia política y la integración regional con soberanía.
Rechazamos el brazo fascista imperialista bajo la denominación de "El Escudo de las Américas" y llamamos a los pueblos de Nuestra América a organizarse para resistirla.
Denunciamos estos ejercicios militares y la creciente militarización de nuestros territorios, que convierten a la región en un escenario de conflicto y ponen en peligro la estabilidad y el mantenimiento del área como Zona de Paz.
Condenamos la agresión militar a la República Bolivariana de Venezuela y exigimos firmemente la libertad del secuestrado Presidente Constitucional de la República Bolivariana de Venezuela Nicolás Maduro Moros, junto a la Primera Combatiente Cilia Flores, por parte de fuerzas militares estadounidenses.
Defendemos la soberanía de todos los países de la región con especial atención a la soberanía de Cuba, Venezuela y Nicaragua.

Deberes organizativos

Comprendiendo la coyuntura política actual y el estado del asalto imperialista contra los pueblos de las Américas y el mundo, está claro que la paz es un requisito para la supervivencia humana y planetaria. La Tradición de la Paz Radical Negra sostiene que la paz no es la ausencia de conflicto, sino el logro, mediante la lucha popular y la autodefensa, de un mundo liberado de la opresión interconectada e interseccional. Así garantizamos y recuperamos el desarrollo de una Zona de Paz desde los pueblos hacia los centros del poder, con la lucha contra el imperialismo, el militarismo, la supremacía blanca, el patriarcado, y las demás estructuras de opresión. La garantía de una Zona de Paz, desde los pueblos, exige un enfoque del respeto de los Derechos Humanos Centrados en los Pueblos, el anticolonialismo y el antiimperialismo, la derrota de la supremacía blanca y el patriarcado, y el desarrollo de una paz verdadera y justa.

Con mirada a los desafíos de nuestra región, llamamos a las fuerzas del continente para tomar tres prioridades definitivas hacia una Zona de Paz garantizada por la lucha contra el imperialismo y militarismo estadounidense:

Defender a Cuba y su Revolución contra la guerra imperialista
Expulsar bases, instalaciones y enclaves militares extranjeros; y retirar las tropas de ocupación extranjeras.
Luchar – a través de la integración y la movilización – por la liberación definitiva de todos los territorios ocupados y por el logro de su soberanía, autodeterminación e independencia nacional, con énfasis en el compromiso con la autodeterminación de todos los países caribeños de habla inglesa, española, francesa y holandesa, como elemento clave para avanzar la descolonización en toda la región.

REAFIRMAMOS NUESTRA SOLIDARIDAD CON TODOS LOS PUEBLOS DE LA REGIÓN QUE RESISTEN LA AGRESIÓN IMPERIALISTA.

¡NO A LA GUERRA EN CUBA!

¡VIVA NUESTRA AMÉRICA COMO ZONA DE PAZ! ¡VIVA LA UNIDAD ENTRE NUESTROS PUEBLOS!
